Creates a single-use link, valid for 15 minutes, to upload a file to a scorecard's feedback or to one of its open questions. POST the file to upload_url as multipart/form-data in a file field.

The public API is not enabled for this account (err_feature_not_enabled), the acting user is not allowed to edit this scorecard, or the API key lacks the scorecards:write scope (err_insufficient_scope). Also returned when the candidate's consent blocks processing (err_consent_processing_blocked).

Scorecard not found (err_scorecard_not_found).

Validation failed. Error codes:

• err_question_not_found — question names a question this scorecard doesn't have
• err_question_type_not_allowed_for_attachment — the question isn't an open_question
• err_on_behalf_of_not_allowed — a personal access token passed another user's ID
• err_user_not_found — on_behalf_of is not an active user in the account
• err_on_behalf_of_forbidden — that user is not allowed to perform this action
